Providing secure and reliable energy security for the cause of Chinese modernization.


  Energy security is of paramount importance to the overall economic and social development. This year’s Government Work Report calls for “strengthening security capabilities in key areas” and “bolstering the safeguards for energy and resource security, while intensifying exploration and development of oil, gas, and strategic mineral resources.”

  In 2023, China’s industrial power generation above designated size reached 8.9 trillion kilowatt-hours, providing strong support for stabilizing and reviving economic growth and helping the country’s gross domestic product (GDP) surpass 126 trillion yuan. With this year’s GDP growth target set at around 5%, how can the energy and power sectors better fulfill their role as a foundational pillar and contribute to high-quality economic and social development? Deputies and members of the National People’s Congress have engaged in vigorous discussions on this issue.

  Promote the development of ultra-high-voltage and other power infrastructure to enhance the capacity to ensure a reliable electricity supply.

  China’s total installed power generation capacity has surpassed 2.9 billion kilowatts, with clean energy accounting for over 3.19 trillion kilowatt-hours of annual electricity output, and per capita installed capacity reaching 2.1 kilowatts per person. Since the 18th National Congress of the Communist Party of China, China has accelerated the development of a new‑type energy system, steadily strengthening its energy security foundation and providing robust support for economic and social development. At the same time, it is important to recognize that China’s energy sector continues to face a host of challenges, including substantial demand pressures, numerous supply constraints, and the formidable task of transitioning to a green, low‑carbon future.

  According to forecasts by the China Electricity Council, China’s total electricity consumption in 2024 is expected to increase by approximately 6% compared with 2023. Based on the country’s resource endowment, how can we further strengthen our capacity to ensure a stable power supply and meet the growing electricity demand across society? The Government Work Report states: “We will intensify the development of large-scale wind and solar power bases and transmission channels, promote the development and utilization of distributed energy, advance new forms of energy storage, facilitate the use of green electricity and its international mutual recognition, and leverage the role of coal and coal-fired power as a safety net to ensure that energy needs for economic and social development are met.”

  In recent years, State Grid Corporation of China has commissioned a large number of major energy‑transport projects under the “West-to-East Power Transmission” and “North-to-South Power Supply” initiatives. By the end of 2023, it had completed a total of 35 ultra‑high‑voltage (UHV) projects, significantly ensuring a safe and reliable power supply. Many deputies and committee members have placed high hopes on the development of UHV and other power‑infrastructure projects.
